The blue wool tunic has pleated and scalloped breast pockets. The two lower pockets are the hidden type with angled scalloped flaps. The piping throughout is the pink associated with Fire/Police. The sew-in shoulder boards are for an Unterwachtmeister. The machine applied collar tabs and piped collar are textbook for this type of tunic. The wool Fire/Police sleeve eagle is hand applied and does have a few stitches missing, so let’s presume this is collector-done.
